Our History
Safety Maker, Inc was founded in 1994 by J. Hilton Hilliard with assistance from his wife, Mary Hilliard and son Andrew H. Hilliard. Sandra Hilliard joined the company the following year. Mary served as President, Andrew served as Vice President with Hilton overseeing sales and Sandra as Treasurer and National Accounts Executive. Hilton retired in 2014 and Mary continued to serve as President until July 31, 2021. At that time, Andrew became President and Sandra now serves as Vice President.
Hilton Hilliard & Associates (HH&A)
Previously, Hilton and Mary ran a very successful commercial insurance agency, Hilton Hilliard Insurance Designs and specialized in home builder insurance programs and risk management.
When they closed the insurance agency, they created Hilton Hilliard & Associates (HH&A), which provided OSHA safety training to home builders across the country. HH&A provided OSHA HAZMAT, first aid and general safety training to the home builder employees, specifically the building superintendents. Andrew joined them soon after HH&A was founded.
HH&A published safety training manuals, MSDS (Material Safety Data Sheets) manuals, safety posters and other materials that were required by OSHA to be maintained on each jobsite, specifically the job-site trailer.
HH&A would perform initial safety training for each division (or city), then with notice only to the company officers, HH&A would perform a video inspection of the community job-sites within 60 days. It was clearly evident from the inspection videos which superintendents were following company policy and keeping their job-sites safe.
Andrew would perform the video inspections across the country, edit with voice over and present the video inspections in a classroom environment to each division within 60 days. Safety issues would be reviewed and corrected.
The most noticeable issue that was problematic at ALL locations was guardrails. Every safety meeting had at least one question concerning keeping the guardrails in place after drywall installation. Typically, if there were guardrails at all, the framers would nail 2x4's to the framing structure which seemed OK, however they did not meet the OSHA strength standard of 200 lbs. They were unsteady, unreliable and rarely incorporated OSHA required toeboards.
Those guardrails nailed to the framing might stay in place until the drywall crews would show up and then all rails had to be removed in order for the drywall to be installed properly. They couldn't nail the guardrails back in place without damaging the newly installed drywall.
We noticed this serious issue, especially because new home construction attracts buyers and their families on the weekends. We saw this as a serious liability issue for our clients and realized that a niche temporary guardrail product was needed.
The Safety Boot® Guardrail System Was Created
Andrew and Hilton worked on developing a new guardrail product and after several years of testing different materials and providing free installations for some of our safety program clients, the Safety Boot® Guardrail System was created. The Safety Boot has been certified by a third party stress engineering firm as exceeding the OSHA standard of 200 lbs. by a 2:1 safety factor in excess of 400 lbs.
We immediately had a great response from the construction safety community, the National Safety Council and OSHA. We had great support from the NAHB (National Association of Home Builders) Safety Director who assisted us in presenting the product during OSHA safety training classes, training seminars and tradeshows across the country.
